Hunan Province on August 9 unveiled its 2026–2028 Action Plan for China-Africa Economic Cooperation, targeting ¥80 billion ($11.2 billion) in annual Africa-bound trade by 2028. The roadmap prioritizes six key sectors: mining, automotive parts, construction machinery, medical devices, agriculture, and green energy. It aims to cultivate 10 landmark industrial projects and launch 1–2 "Two Countries, Twin Parks" pilot zones across 12 focus nations.
Leveraging Changsha-based national platforms like the China-Africa Economic and Trade Expo, the plan shifts focus from mere exports to building localized production hubs and innovating barter-trade loops. Hunan currently leads central and western China in Africa trade volume.
